I have been advised to no longer provide any contact info, even free until the new USA law is fully understood. I have been providing free address upon request since 1989 and have had no (absolutely none) reports of abuse, but the law is the law. We are not a US site but advisors feel the USA law could cause future VISA applications to be denied. I do not want any man or woman to reach that point only to be denied a VISA on account of getting their initial contact info from a "non-compliant" website. Strange law as the only way it seems I can comply at the moment is by not providing the contact info at all.

Great Book

American Law H.R. 3402 -- this law makes it illegal for us to share your contact information with any one unless we have a back ground check on them and a signed consent from each person wanting to trade contact information. Talk about an ANTI -Love Law :-(

We agree with all visa applicants being sent a good back ground check on the petitioner but this other stuff of not giving out contact information with out a back ground check is craZy! This will hurt the very people the law says it is trying to protect, now instead of free choice, a girl will have to hire a real "international marriage broker" to find a guy.

By the way this would make it illegal for any girl in the Philippines to find a foreign mate as Philippine Law forbids matchmaking for a fee and no company can comply with this law without charging a fee to pay for the back ground checks! I will provide contact info as soon as I am allowed to legally so email me your name or join a free Yahoo group for updates. I am suggesting that women personally post their info on Yahoo Groups. UPDATE:

A temporary restraining order delaying this law has been granted in US Federal Court. The TRO is effective till March 20 when a follow up hearing has been scheduled.

European Connections applied to US Federal Court in Atlanta for a restraining order against the implementation of this law. The court granted a temporary restraining order (TRO). The TRO is effective until a hearing is held on March 20. It will probably not stop the law from taking effect, but will serve to delay it, and bring attention to this unfair law.

UPDATE:

The TRO (for European Connections) is effective until a new hearing is held on April 3. We hope the court will rule on that day to issue a permanent injunction against the law.

In the mean time, HR3402 is the law of the land, and even though the Justice Department may not prosecute any company that ignores the law while the TRO is applied to European Connections, there is no guarantee they will not. So we are taking a conservative approach and have ceased the sales of addresses, personal ads, and my Personal Search service to US clients pending the courts ruling. Stay tuned. 5 May -- Still no decision. Reduced to a few words the new law means:

Introduction sites cannot give U.S. clients information on a foreign national until they have searched sex offender registries, collected criminal and family background information, provided background information to the foreign national, given the domestic abuse pamphlet, and received written consent from the foreign national to share her contact information. Violation of these requirements can result in civil penalty up to $25,000. (Very BiG Deal, Jen)

The US Congress recently passed a poorly thought out law, based on the FALSE assumption that ALL Men who seek foreign romance must be criminals and abusers. This law then takes away the privacy rights of these American men forcing them to jump through hoops before they can even say "Hi" to a foreign woman. Those that manage to get to the stage of betrothal and marriage face additional road blocks at USCIS. Foreign Men will be banned entirely from using any US based international introduction site.

We fully believe this law to be unconstitutional and hope that if enough attention and action occurs, ie: letters to your Congressman, class action lawsuits, etc, that eventually it will be overturned. Please follow the links below to get more information and to contact your representatives. In the mean time we have to deal with it. This unfair law takes effect on March 6, 2006.

To prepare for it we will accept no orders after 12:00 noon PST Sunday March 5. As you know, Heart of Asia provides contact information of mostly Foreign Ladies to men worldwide who wish to communicate with them and hopefully start up a relationship. Currently, as a client you may purchase the address of any woman shown at our website. With her address in hand you contact her directly. If she likes you she responds. Thousands of happy couples and marriages have occurred. The new law requires that before a foreign woman's address can be sold to an American Citizen or resident, the following must occur.

A. The American man must complete a questionnaire on his criminal and marital background.
B. Heart of Asia must obtain his record from the National Sex Offenders database.
C. Both questionnaire and record must be translated to the woman's native language.
D. The translated questionnaire and record must be provided to the woman.
E. The woman must then certify that she agrees to permit communication.
F. Only then is the American man allowed to say "Hi".
G. Foreign men will be banned entirely from receiving any service at all.

The above process though not impossible will certainly be expensive and cumbersome. The law is designed to stop American men from using services such as Heart of Asia to find overseas life mates

HR3402 Compliance. We have received a lot of suggestions that we should move overseas and be out of reach of the new law. It is true that it is unlikely that foreign based services will be prosecuted. However their US clients will be put at risk. If the US client finds a life partner and applies for a fiancée visa to bring her into the US, the consular official will be required to ask for specific details as to how the two met. If they met via an introduction service they will be asked whether the service complied with the law. It is expected that couples that meet via non-compliant services, will have their visa applications rejected.
